SO, WHAT’S WRONG?
Those antennas should be pointing up. Why? Because the antenna pattern of those omnis are like a flattened balloon. 360° HORIZONTALLY, but vertically not so omni. As you raise power the “balloon” gets flatter and the signal above and below get shorter.
Basically, here you have a balloon the long up/down, but short left and right?
The images above are EXAGGERATED to make the point and are not the actual antenna pattern.
The take away here? Know what the antennas pattern of your APs are and install the AP to make the most of the direction the RF is going.
